One user asked: to use mini prog to write a key file to a Microchip 24c02 from a 2007 Mitsubishi Grandis.

It could be the power on the programmer. Charge it to 60%, and To program.
Your Macrochip 24c02 probably has write protection, take another 24c02 chip and write it to it.
I had the same problem with MICROCHIP 24c02, solved this way.
